The other 22,391 carry one of 139 awarding organisation strings that name a World Bank project and a region and no organisation at all, so there is nothing in them to attribute. Every award is still readable in the archive, buyer named or not.
Every buyer here is a national government, with one utility beside them. The record names the country that awarded a contract and not the ministry, agency or authority inside it, so there is no department level buyer on this site and none can be worked out from what the source publishes.
