If more than one proposal is submitted from an organization, all proposals from that institution will be considered ineligible for funding.The target audience for the proposed Program must be selected based on the Priority Program Areas that strengthen ties and build prosperity and security between the United States of America, Angola and São Tomé and Príncipe. The U.S. Government will not fund programs that prioritize equality-based audience selection, but rather those that are merit-based.
