Scope of Work

The United Nations Development Programme (UNDP), through the SDG Local Action project, is supporting the implementation of the Productive relocation based on the fish value chain project in Beira, one of the winners of the 2025 Mayors Challenge. The project seeks to promote an integrated model of productive relocation and climate resilience through the relocation of vulnerable households in the areas from Praia Nova to Muave, while strengthening fisheries-based livelihoods, improving access to productive infrastructure, restoring critical ecosystems, and promoting sustainable local economic development. To ensure an integrated implementation approach, UNDP intends to recruit a multidisciplinary consulting firm responsible for technical studies, engineering and architectural design, environmental and social safeguards, mangrove restoration planning, community capacity building, and establishment of the fishing cooperative. The project seeks to relocate vulnerable coastal families from the neighbourhood of Praia Nova to the Muave area, while simultaneously strengthening the fish value chain, constructing resilient housing, and promoting inclusive economic development aligned with the Sustainable Development Goals. The project targets vulnerable coastal fishing communities in the Praia Nova neighbourhood of Beira, who face acute risks from coastal erosion, flooding, and climate-related displacement. The intervention combines productive relocation with livelihood strengthening to address both immediate vulnerability and long-term economic resilience. UNDP is seeking to engage a provider to provide cold chain transport vehicles and equipment for the safe, hygienic, and temperature-controlled transport of fish products for the project. The suppli
