The Niger-LIRE project, under Niger's Ministry of National Education, Literacy and Promotion of Languages, is seeking quotations for the supply of 2,554 easel blackboards for DEAH centres across Niger's eight regions. The procurement is financed through a World Bank grant supporting the project and will be conducted as a single lot under a national request for quotations procedure. Quantities vary by region, ranging from 60 units in Agadez to 550 in Zinder. Delivery is required within 20 calendar days of contract award. Interested and eligible bidders can obtain the request for quotations documents from the project coordination unit in Niamey during specified office hours. Bidders must submit sealed offers to the coordination unit's secretariat by the stated closing date and time; electronic submissions are not permitted and late offers will be rejected. Offers will be opened publicly on the same day in the presence of bidder representatives and any other interested parties. Bidders must remain bound by their offers for 45 days from the submission deadline. Eligibility requires several fiscal and regulatory certifications, a bank guarantee, and evidence of a similar contract completed in the past three years, supporting documents for which must accompany the offer.

Requirements & Qualifications
Fournir une attestation de régularité fiscale (ARF) délivrée par les administrations fiscales nigériennes et en cours de validité ; Fournir une attestation de non exclusion de la commande publique délivrée par l’Autorité de Régulation de la Commande Publique (ARCOP), datant de moins de six (6) mois ; Fournir une attestation de ligne de crédit inconditionnelle et irrévocable délivrée par une banque reconnue, d’un montant au moins égal à 25% du montant de l’offre ; Avoir réalisé, de manière satisfaisante, un marché similaire au cours des trois (3) dernières années (2025, 2024, 2023) et joindre la copie intégrale légalisée du contrat, les copies légalisées du PV de réception et de l’attestation de bonne exécution.
