Overview

The African Development Bank Group is procuring a Database Activities Monitoring (DAM) solution to monitor, audit and protect its enterprise database estate (typically Oracle, SQL Server, PostgreSQL, MySQL and similar platforms) supporting core banking, lending, finance and operations systems. DAM tools provide real-time activity monitoring, privileged user oversight, threat detection, compliance reporting and forensic capabilities, addressing requirements from AfDB internal audit, information security and regulatory frameworks. The contract covers supply, installation, configuration, ongoing maintenance and technical support.

Scope of Work

Supply and delivery of DAM software licences and any required hardware/appliances. Installation and configuration on AfDB enterprise database estate. Integration with AfDB SIEM and incident response workflows. Policy configuration aligned with AfDB security and compliance requirements. User training for AfDB DBA, security and audit teams. Ongoing maintenance, software updates and signature/policy updates. Technical support per agreed SLA. Documentation and SOPs.

Requirements & Qualifications

Authorised partner or vendor of recognised DAM solutions (Imperva, IBM Guardium, Oracle DAM, Trustwave or equivalent). Demonstrated experience deploying DAM in financial services, multilateral institutions or large enterprises. Local technical support presence reachable from Abidjan timezone. Compliance with AfDB procurement rules.

Evaluation Criteria

AfDB standard procurement: mandatory eligibility, technical evaluation (vendor authorisation, references, methodology, support model), financial evaluation. Award to highest combined-score responsive bidder.
