Official Title

GPN - Mauritius - Technical Assistance for Combatting Financial Crimes (TACFiC) Project

Overview

The African Development Bank has approved technical assistance to support the Government of Mauritius in combatting financial crimes and improving financial integrity under the TACFiC (Technical Assistance for Combatting Financial Crimes) project. The principal objective is to strengthen Mauritius institutional, legal and operational capacity to prevent, detect, investigate and prosecute money laundering, terrorism financing, tax evasion and related financial crimes. AfDB has issued a General Procurement Notice (GPN) inviting eligible firms to express interest in the various procurement packages that will follow. Mauritius previously experienced FATF grey-listing and has strengthened its AML/CFT regime substantially in recent years.

Scope of Work

Procurement packages under TACFiC will likely include consulting services for legal and regulatory reform support, capacity building of financial intelligence and law enforcement agencies, technology systems to support financial crimes detection and case management, training and knowledge transfer, and study tours/peer exchanges. Specific Procurement Notices and Requests for Expressions of Interest will follow this GPN. Interested firms should monitor AfDB procurement notices.

Requirements & Qualifications

Eligible firms or consortia under AfDB Procurement Framework. Demonstrated expertise in AML/CFT, financial crimes investigation, financial regulation, legal reform or related fields. Multi-jurisdiction experience preferred. Compliance with AfDB integrity and eligibility requirements.

Evaluation Criteria

GPN is informational; eligible firms should monitor for SPN and REOI publication and respond per the relevant call.
