Overview
The African Development Bank (AfDB) Group is procuring a Fully Managed High-Speed and Business Graded Dedicated Internet Access (DIA) connectivity solution for its 36 office locations across Africa. The contract will replace and standardise primary internet connectivity at AfDB headquarters in Abidjan and country/regional offices spanning North, West, Central, East and Southern Africa. The successful bidder must demonstrate the capability to deliver, manage and support carrier-grade connectivity in 36 distinct African jurisdictions, working with local last-mile providers where required and providing a single pane of glass for SLA monitoring, incident management and capacity reporting. This is an open international procurement with significant strategic and operational importance for AfDB digital backbone.
Scope of Work
Site survey and design of DIA connectivity at each of the 36 AfDB office locations. Procurement and delivery of CPE (routers, modems, edge devices) per agreed standard. Provisioning of last-mile circuits via direct presence or local partner networks. Configuration, testing and commissioning at each site. Migration from existing connectivity. Centralised SLA management, monitoring and reporting. 24x7 NOC and incident response. Quarterly capacity reviews and uplift provisioning. Single billing across all sites.
Requirements & Qualifications
Tier-1 or major regional managed connectivity provider with demonstrated multi-country African footprint. Carrier relationships in all 36 AfDB-relevant jurisdictions or robust partner model. Strong SLA track record with similar large enterprise or multilateral clients. Compliance with AfDB procurement rules including eligibility, anti-corruption and integrity provisions. Strong financial standing.
Evaluation Criteria
AfDB standard procurement evaluation: mandatory eligibility and integrity check, technical evaluation (network footprint, SLA capability, security, references, NOC), financial evaluation. Award to highest combined-score responsive bidder.
