Construction et aménagement de la piste Oubadji-Dalaba dans le Parc national de Niokolo Koba
The Ministry of the Environment, Sustainable Development and Ecological Transition, through the Senegal Natural Resources Management Project (SENRM/METE), is inviting bids for construction and development works on the Oubadji-Dalaba track inside the Niokolo Koba National Park. The project is financed through a World Bank credit (No. 71890) granted to the State of Senegal. Bidding is conducted through national procurement procedures under the World Bank's September 2025 procurement rules and is open to bidders from eligible countries. The works are expected to take five months to complete. Interested bidders can obtain the bidding document, issued in French, from the project office in Dakar for a non-refundable fee of 100,000 FCFA, payable by Wave transfer, cash or other accepted means. A site visit to the national park is scheduled ahead of the submission deadline. Bids must be submitted physically in Dakar, as electronic submission is not permitted, and must remain valid for 120 days. A bid security of 30,000,000 FCFA is required, valid 28 days beyond the bid validity period. Bids will be opened publicly at the project office on the closing date in the presence of bidders' representatives or any interested observers.

Scope of Work
Travaux de construction et d'aménagement de la piste Oubadji, Dalaba dans le Parc National de Niokolo Koba PNNK pour une durée de cinq (05) mois. Une visite du site est prévue le mercredi 23 septembre 2026 au Parc national de Niokolo koba (PNNK), les frais engagés lors de la visite du site étant à la charge des candidats.
Requirements & Qualifications
Les soumissionnaires doivent remplir les conditions de qualifications ci-après : Justifier l'exécution d'au moins un marché similaire d'un montant de neuf cent vingt millions neuf cent trente-quatre mille (920 934 000) FCFA au cours des cinq (05) dernières années (2021 à 2025) ; Produire une attestation de capacité financière ou une ligne de crédits d'un montant de trois cent quatre-vingt-trois millions sept cent vingt-deux mille (383 722 000) FCFA, délivré par un organisme bancaire ou une compagnie de cautionnement agréé par le Ministère en charge des finances ou par une institution bancaire ou de cautionnement étrangère disposant d'un correspondant local agréé par le Ministère en charge des finances. Avoir un chiffre d'affaires annuel moyen d'au moins un milliard sept cent vingt-six millions (1.726.000.000) F CFA, au cours des cinq (05) dernières années (2021 à 2025). Produire les états financiers certifiés par un expert-comptable agréé par l'ONECCA ou un organisme assimilé au cours des cinq dernières années (2021 à 2025). Toutes les Offres doivent être accompagnées d'une Garantie d'Offre, pour un montant de Trente millions de francs CFA (30.000.000 frs CFA), délivrée par une institution bancaire ou une compagnie d'assurance agréée par le Ministère en charge des Finances ou par une institution bancaire étrangère ayant un correspondant local agréé par le Ministère en charge des Finances.
