Construction of Atomic-East Detention Pond at GAEC
The Ministry of Works, Housing and Water Resources in Ghana is seeking bids for the construction of a detention pond at the Ghana Atomic Energy Commission's Atomic East site, under the Greater Accra Resilient and Integrated Development Project. The project is financed by the World Bank through IDA Credit No. 64100, with payments to be processed via the Direct Payment disbursement method. The works involve creating a lowered excavated floodplain area connected to the Odaw river, including earthfill embankments, terrain excavation, a reinforced concrete weir functioning as an inlet and outlet structure, a reinforced concrete outlet box culvert, and access roads. Overview

Scope of Work
- The Ministry of Works, Housing and Water Resources now invites sealed Bids from eligible Bidders for the construction of the Atomic East detention pond at Ghana Atomic Energy Commission (GAEC). The intervention foresees the realization of a lowered excavated floodplain area in direct communication with the Odaw river, with embankment works limited to the regularization of the existing western bank of the river and existing ground level. Requirements & Qualifications
Bidding will be conducted through International Competitive Procurement using Request for Bids (RFB) as specified in the World Bank's "Procurement Regulations for IPF Borrowers- Procurement in Investment Projects Financing" 7th Edition, September 2025 ("Procurement Regulations"), and is open to all eligible Bidders as defined in the Procurement Regulations. Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): 70% and for Bid cost: 30%. The Bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address (1) below and upon payment of a nonrefundable fee of GHC2,000.00 (Two Thousand Ghana Cedis). The method of payment will be Cash. The document will be sent by Courier at an additional cost of GHC 100.00. Electronic bidding will not be permitted. Late Bids will be rejected. All Bids must be accompanied by a (i) Bid Security of GHC 2,200,000.00 from a reputable bank; and (ii) Local Labour Method Statement. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder's beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
