Consultancy Service for Independent Procurement Audit of 2017, 2018, 2019 and 2020 EFY for Lowlands Livelihood Resilience Project Phase II (LLRP-II)
The Ministry of Irrigation and Lowlands, through the Federal Project Coordination Unit of the Lowlands Livelihood Resilience Project Phase Two (LLRP II), is inviting eligible consulting firms to express interest in carrying out an independent procurement audit of the project. The assignment covers the project's implementing agency at federal level and eight regions, across three phases spanning July 2024 to July 2028. The project is financed by the World Bank. Firms will be shortlisted based on core business and years in operation, qualifications relevant to the assignment, and technical and managerial organization. Consultants may form joint ventures or sub-consultancies to strengthen their qualifications, with joint venture partners held jointly and severally liable if selected. Selection will follow the Quality and Cost-Based Selection method under the World Bank's Procurement Regulations for IPF Borrowers, Seventh Edition, September 2025, which also sets out conflict of interest provisions applicable to interested consultants. Terms of Reference for the assignment are available via a link provided in the notice. Expressions of interest must be submitted in writing, either in person or by email, to the Ministry's office in Addis Ababa.

- The consulting services (“the services”) include Independent Procurement Audit of Major Lowlands Livelihood Resilience Projects, Phase Two (LLRP II) implementing Agency at Federal Level (FPCU) and 8 Regions in three phase (July 8/2024 to July 7/2026, July 8/2026 to July 7/2027 and July 8/2027 to July 7/2028). - The Lowlands Livelihood Resilience Project/Federal Project Coordination Unit now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the services. Interested consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the services.

Requirements & Qualifications
- The short listing criteria are: Core business and years in business, qualification in the field of the Assignment, Technical and managerial organization of the firm. Interested firms should give information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.)
