Scope of Work
3. The overall objective of the assignment is to strengthen the capacity of participating urban LGAs and PMO-RALG to plan, deliver, operate, and maintain urban infrastructure and services in a sustainable, accountable, and performance-oriented manner under the TACTIC Project. 4. The specific objectives of this assignment are to: (i) assess existing urban service delivery and operations and maintenance systems, institutional arrangements, staffing, financing, and performance gaps in participating cities and municipalities; (ii) develop practical capacity-building measures to improve planning, budgeting, asset management, maintenance programming, contract management, monitoring, and reporting; (iii) support Local Government Authorities to strengthen systems for sustainable operations and maintenance of urban infrastructure and municipal services; (iv) prepare tools, templates, manuals, training materials, and implementation guidance for urban service delivery and O&M functions; and (v) provide hands-on technical assistance, training, mentoring, and knowledge transfer to relevant national, regional, and local government stakeholders.
