CONSULTANCY SERVICES TO GUIDE DISCOS SUBMISSION OF END-TO-END FEEDER UPGRADE PROJECT FOR DISREP (LOT 2-JOS AND YOLA)
The Transmission Company of Nigeria Project Management Unit is seeking expressions of interest from consulting firms for a World Bank funded assignment under the Distribution Sector Recovery Program. The notice covers work to help DisCos prepare end to end feeder upgrade project submissions, and it is divided into four lots. Lot 2 is for Jos and Yola. The notice says eligible firms may bid for all lots, but no firm can win more than one lot. It also says the assignment is expected to take about four calendar months and that interested firms should show relevant qualifications and experience.
Overview
The Transmission Company of Nigeria Project Management Unit is inviting consulting firms to express interest in providing services under the Distribution Sector Recovery Program. The financing is through the World Bank, and the assignment is intended to support DisCos in preparing feeder upgrade project submissions.
Scope of Work
The consulting services (“the Services”) include: - Feeder portfolio review and ranking based on Cost-Benefit Analysis (CBA) - Standardized Technical Specifications and Bill of Engineering Measurement and Evaluation (BEME) - Costing and Benchmarking The approximate effort level for the assignment is Four (4) Calendar months.
Requirements & Qualifications
Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: - General Experience: The Firm’s general experience and overall competence, including the relevance of the firm’s area of core business to the assignment envisaged; - Relevant Assignment Experience: Firm’s experience implementing loss reduction and performance improvement projects for at least one Nigerian power distribution company. - Technical and Institutional Capacity: Firm’s experience developing standardized frameworks, templates and toolkits for project preparation and review. - Managerial Capacity: Firm’s experience managing large multi-year consulting assignments with multiple stakeholders. Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
