Requirements & Qualifications

The Ministry of Roads and Highways (MRH), acting through the Department of Feeder Roads, now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: (a) Minimum Mandatory Requirements (pass/fail): - Core business in providing consulting services for road infrastructure projects, including design, supervision, and performance-based maintenance management. - Minimum of ten (10) years of continuous business in providing consulting services for road infrastructure projects, including design, supervision, and maintenance management. - Evidence of experience in at least three (3) road infrastructure consulting assignments of similar scope and complexity (design/design review and construction supervision) completed within the last ten (10) years. - Evidence of experience in at least one (1) road infrastructure consulting assignment of similar scope and complexity (performance-based maintenance management) completed within the last ten (10) years. - Demonstrate prior experience and knowledge in applying FIDIC Conditions of Contract. - Experience in applying good Environmental and Social standards and practices to project management and supervision. Experience and knowledge of the Multilateral Development Banks’ Environmental and Social Framework(s) (ESF), including Environmental, Health, and Safety (EHS) Guidelines, Gender-Based Violence (GBV), Sexual Exploitation and Abuse/Sexual Harassment (SEA/SH) prevention and response requirements. (b) Desirable qualifications and experience (added advantages): - Experience working in Sub-Saharan Africa, given the specific geographical, climatic, and social contexts. - Experience with World Bank-funded or other multilateral/bilateral development bank-funded projects.
