- The firm must demonstrate prior experience in developing strategic instruments, frameworks, standards, guidelines, or studies related to digital transformation, preferably within the education or public administration sectors; - Experience in Sub-Saharan Africa and PALOP contexts will be considered an asset, as will knowledge of international frameworks and best practices applicable to higher education; - The firm must present a detailed methodology for the execution of the work, demonstrating the technical capacity for the integrated development of the instruments outlined in the Terms of Reference (ToR). The consulting firm shall propose a multidisciplinary team with proven qualifications and experience in digital transformation, interoperability, digital governance, higher education, information technology, and digital policies.
