Requirements & Qualifications

Proposer's Financial Capability: The Proposer shall furnish documentary evidence that it meets the following financial requirement(s): the average Annual Turnover in the last three years 2023, 2024 and 2025 to be not less than USD 2,000,000 (Two Million United States Dollars). Proposer's Experience and Technical Capacity: The Proposer should have successfully completed at least 1 (One) contract for the implementation of a similar trade facilitation System in the last 5 years in the public or private sector; contract worth more than 2,000,000 USD; submit the completion letter/contract. Experience in Developing Countries or Similar Contexts: Proposer should demonstrate experience working in low-resource environments or developing countries with limited infrastructure. The Proposer must provide at least three (3) Client References for similar successfully completed contracts. At least one of the three references shall be the qualifying contract. Details should include the detailed tasks done, country, year, and Client contact details. Evidence of work done should be supported with Completion Certificates or Reference Letters and value of those contracts. Proposer's Legal Requirements: The Proposer shall be legally registered entity in its country of origin. All Proposals must be accompanied by a "Proposal-Securing Declaration" by using the form included in the proposal document.
