Scope of Work

The Consulting services ("the Services") include review and validation of the Detailed Engineering Design outputs and deliverables prepared by the DFR in-house team to ensure technical accuracy, completeness, compliance with the Terms of Reference and applicable standards, constructability, cost reliability, bid readiness, and to provide actionable recommendations for improvement. The Individual Consultant is expected to undertake the following activities among others: - Assess the adequacy of the topographical survey methodology, the accuracy and completeness of the Digital Terrain Models and mapping, the coverage of all relevant road and surrounding features, and the quality and compliance of the survey deliverables including survey reports, coordinate list and topographic maps with the required specifications. - Evaluate the completeness and accuracy of the hydrological and hydraulic studies, including catchment delineation, flood discharge estimation, assessment and design of drainage structures, integration of erosion and sediment control measures, compliance with the Ghana Road Design Guide (2025), and the adequacy of all supporting reports, calculations, and drainage layout drawings. - Review the adequacy of the geotechnical and materials investigations, including subgrade and pavement evaluations, material source identification and testing, compliance of laboratory tests with applicable standards, assessment of structure foundations, and the completeness and quality of the geotechnical reports, test results, and material source documentation. - Review the tender documents including the Bill of Quantities to verify their completeness, compliance with applicable Standard Procurement Document requirements including all required procurement, technical, contractual, and tender components, and provide draft comments on the final tender documents. - Review all detailed engineering drawings and plans to assess their accuracy, completeness, consistency, constructability, and compliance with the required scales, applicable design standards, technical specifications, and project requirements, including alignments, cross-sections, drainage, pavement, road safety, utility relocation, road furniture, and slope protection details. The estimated level of effort (professional person-months) is 4.30 person-months.
