Implementation of an Electronic Document and Records Management System (EDRMS) and Digitization of Government Records

Smart Zambia Institute has invited sealed proposals for the implementation of an Electronic Document and Records Management System and digitization of government records, under the Digital Zambia Acceleration Project. The project is financed by the International Development Association of the World Bank, with payments to be processed under the Direct Payment disbursement method. The procurement follows international competitive procurement under the World Bank's Request for Proposals procedure and is open to all eligible proposers. Proposal documents in English may be purchased upon written application and payment of a non-refundable fee, with payment made by cash, transfer or bank certified cheque to a specified Zambia National Commercial Bank account. Proposals must be submitted in sealed outer and inner envelopes, with technical and financial parts separated, and must include a Proposal-Securing Declaration. Electronic submission is not permitted, and late proposals will be rejected. The Borrower is required to disclose the successful proposer's beneficial ownership information as part of the Contract Award Notice. Addresses for document inspection, proposal submission and proposal opening are all located at Smart Zambia Institute's offices in Lusaka, Zambia. This notice will interest firms working in information systems, document management and government digitization capable of participating in a World Bank financed procurement process.
