Overview
IUCN ESARO is procuring a consultancy to conduct a Regulatory Impact Assessment (RIA) on the Kenya Forest Conservation and Management (Charcoal) Draft Regulations. The assignment will assess the likely social, economic, environmental and gender impacts of the proposed regulations on forest dependent communities, charcoal value chain actors, county governments, the Kenya Forest Service and forest ecosystems. Kenya RIA Guidelines (2018) and the Statutory Instruments Act will frame the methodology.
Scope of Work
Inception meeting and methodology agreement. Desk review of the draft regulations, related laws, policies and literature. Stakeholder consultations with KFS, county governments, charcoal value chain actors, forest communities, civil society. Quantitative and qualitative impact analysis (social, economic, environmental, gender). Preparation of the RIA report per Kenya RIA Guidelines. Validation workshop. Final RIA report and policy brief.
Requirements & Qualifications
Consultant or firm with demonstrated experience in Regulatory Impact Assessment, ideally in Kenya or East Africa. Familiarity with Kenya Forest Conservation and Management Act 2016. Stakeholder engagement and qualitative research skills. English working language. IUCN Declaration of Undertaking.
Evaluation Criteria
IUCN standard consultancy evaluation: CV / firm profile, technical proposal, financial proposal. Combined scoring with priority on Kenya RIA experience.
