Overview
IUCN ESARO is recruiting a short-term technical assistance provider to develop, roll out, troubleshoot, train staff on and operationalize a Participatory Monitoring, Evaluation, Accountability and Learning (PMEAL) system for an IUCN ESARO programme in Kenya. PMEAL approaches emphasise community participation in defining, collecting and using monitoring data, with strong accountability and learning loops.
Scope of Work
Design of the PMEAL system framework, indicators, data flows and tools. Configuration of any digital data collection components (e.g. KoBo, ODK, or similar). Development of training materials in English and Swahili. Roll-out support including site visits to project locations in Kenya. Training of IUCN staff and partner organisations. Troubleshooting and refinement during initial use. Documentation including PMEAL manual and indicator reference sheets. Final handover to IUCN ESARO MEAL team.
Requirements & Qualifications
Demonstrated PMEAL or community-based MEL expertise with NGOs, donors or community organisations. Experience in Kenya and familiarity with conservation, natural resources or community development sectors. Practical experience with digital data collection tools (KoBo, ODK, CommCare or similar). English required, Swahili desirable. IUCN Declaration of Undertaking.
Evaluation Criteria
IUCN standard short-term consultancy evaluation: CV review, technical approach, financial proposal within CHF 10,000 ceiling. Combined scoring with award to highest combined score.
