Madagascar's Ministry of Water, Sanitation and Hygiene, through the Project Management Unit of the Projet d'Amélioration de l'Accès à l'Eau Potable, has issued a national request for expressions of interest to recruit private operators for the delegated management of drinking water systems in urban centres outside the JIRAMA zone. The assignment is financed through an IDA credit and falls under the Water and Sanitation sector. The work aims to help the Ministry, communes and regional water directorates set up an affermage type management system for drinking water infrastructure in selected towns, to secure the sustainability, quality and accessibility of water service for beneficiary populations. The estimated duration of the study is thirteen months, covering an initial situational assessment through to monitoring of the affermage contract's implementation with the selected private operator. Interested private operators, who may associate with others including in the form of a joint venture, must demonstrate relevant qualifications and experience to be shortlisted before being invited to submit technical and financial proposals. The selection will follow the World Bank's Consultant Qualification Selection method under its Procurement Regulations for Investment Project Financing Borrowers.
