Civil Works: Rural Digital Infrastructure and Connectivity Hubs

Implementation of the Digital Strengthening Project (Phase 1). Scope includes: 1. Civil works for the construction of 12 regional Digital Innovation Hubs (pre-fabricated modular units with solar power systems). 2. Installation of last-mile fiber optic links and VSAT backup systems for 50 rural health centers. 3. Training of 24 local maintenance technicians on solar-ICT maintenance. 4. Provision of basic hardware (300 tablets and 50 charging stations) across selected communities in the Central African Republic.

1. Registered construction or ICT infrastructure firm with valid operating license. 2. Experience: Minimum 2 projects of similar complexity in fragile or conflict-affected environments. 3. Capability: Ability to mobilize equipment and personnel in rural CAR within 30 days of award. 4. Compliance: Strict adherence to World Bank Environmental and Social Framework (ESF). 5. Security: Firm must provide a detailed security and logistics plan for field operations.
