Advisory Scope:
Drafting the master plan for 100 percent smart meter penetration in Rwanda.
Tasks:
Drafting the master plan for 100 percent smart meter penetration in Rwanda.
Tasks:
- Cost-benefit analysis of PLC vs GPRS communication protocols.
- Development of technical specifications for meters and MDM software.
- Financial modeling for consumer financing of meter upgrades.
- Pilot design for 5,000 industrial customers.
Requirements & Qualifications
Selection Criteria:
- Consulting firm with global experience in smart grid deployment.
- Previous projects in East Africa highly advantageous.
- Team: Lead Smart Grid Specialist and a Regulatory Economist.
- Must be registered on the Rwanda E-Procurement (UMUCYO) system.
