Scope of Work

Advisory Scope:
Drafting the master plan for 100 percent smart meter penetration in Rwanda.
Tasks:

Cost-benefit analysis of PLC vs GPRS communication protocols.
Development of technical specifications for meters and MDM software.
Financial modeling for consumer financing of meter upgrades.
Pilot design for 5,000 industrial customers.

Requirements & Qualifications

Selection Criteria:

Consulting firm with global experience in smart grid deployment.
Previous projects in East Africa highly advantageous.
Team: Lead Smart Grid Specialist and a Regulatory Economist.
Must be registered on the Rwanda E-Procurement (UMUCYO) system.
