Overview

The National Water and Electricity Company Limited is inviting eligible consulting firms to express interest in providing services under the Gambia Water and Sanitation Project, financed by the World Bank. The work is for urban water supply and urban sanitation infrastructure in Kombo East, Kotu and Banjul, and the assignment is to be selected using Quality and Cost-Based Selection.

Scope of Work

The consulting services will be undertaken in five phases: Phase 1: Feasibility Study - Review existing studies, plans, records, GIS data and infrastructure information. - Conduct socio-economic, service area, demand and affordability assessments. - Undertake detailed feasibility studies for urban water supply and sanitation investments. - Assess climate resilience, environmental and social requirements, institutional arrangements, technical options and implementation strategies. - Conduct economic and financial analyses, including lifecycle costing and investment prioritization. - Prepare feasibility reports and preliminary designs. Phase 2: Detailed Engineering Design - Undertake topographic, cadastral, geotechnical, laboratory and utility investigations. - Prepare detailed engineering designs for: - Water supply facilities including boreholes, treatment systems, reservoirs, transmission mains, distribution networks and SCADA. - Sanitation facilities include wastewater treatment systems, fecal sludge treatment plants, sewer networks, pumping stations and sea outfall improvements. - Prepare design calculations, drawings, technical specifications, cost estimates, bills of quantities, and O&M documentation. - Prepare procurement-ready engineering packages. Phase 3: Procurement Support - Prepare complete bidding documents and technical specifications. - Participate in pre-bid meetings and site visits. - Provide support during bid evaluation and contract award processes. - Respond to technical clarifications and prepare addenda where required. Phase 4: Construction Supervision and Contract Administration - Supervise construction works and administer contracts. - Monitor quality assurance, environmental and social compliance, occupational health and safety, cost and schedule performance. - Review contractor submissions and oversee testing and commissioning. - Support handover and completion. Phase 5: Defects Liability Support - Conduct inspections during the defect’s liability period. - Verify correction of defects. - Support final completion and contract close-out. The estimated duration of the assignment is 46.5 months, including feasibility studies, design, procurement support, construction supervision, and defects liability support.

Requirements & Qualifications

The qualifications and experience of Key Experts shall not be included in the shortlisting criteria. Key Experts will not be evaluated at the shortlisting stage.
