Requirements & Qualifications
The Accelerating Economic Diversification and Job Creation Project (Diversifica Mais) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: - A minimum of 7 years of proven experience in process reengineering and/or IT systems specification projects; - Demonstrable experience in projects related to border management, customs, immigration, or public safety; - Preference given to companies with MININT pre-approval to handle confidential government data; - PMP (Project Management Professional) certification, which validates project management skills; - ITIL Service Strategy Certification, which demonstrates skills in IT service strategy; - TOGAF® Certification Program, which demonstrates expertise in the development and implementation of enterprise architecture, essential for ensuring data integration and efficiency in the integration of complex systems; - Must be formally registered with the APD, ensuring compliance with current regulations regarding data protection and privacy; - Preference will be given to companies that hold the “Made in Angola” seal in the areas of telecommunications and/or information systems, in accordance with Presidential Decree No. 213/23, which establishes the Legal Framework for Incentives to Domestic Production; - Must be duly registered with the National Institute for the Promotion of the Information Society (INFOSI), ensuring that it operates in accordance with national guidelines for technological development; - Submit a certificate of tax compliance, proving its good standing with the tax authorities and ensuring its suitability to perform the contract. - Demonstrate institutional, technical, and reputational suitability consistent with national security projects and the management of sensitive information; - Ensure that its key employees involved in the project undergo background checks, in accordance with applicable law; - Comply with any additional guidelines, restrictions, or requirements established by MININT regarding the protection of national security Key Experts will not be evaluated at the shortlisting stage.
