Broadband Investment Facilitation and Sector Reform Strategy

Strategic advisory to the Ministry of Communications. Scope: 1. Regulatory gap analysis for open-access fiber infrastructure. 2. Development of a private sector "Broadband Investment Prospectus" to attract undersea cable operators and terrestrial fiber investors. 3. Financial modeling of universal access funds. 4. Organization of a "Somalia Digital Investor Forum" (virtual and in-person) to connect the government with global telecom financiers.

1. Consulting firms with at least 8 years in Telecom/ICT regulation. 2. Demonstrated experience in Somalia or similar fragile digital ecosystems. 3. Team: Must include a Telecom Regulatory Lawyer and a Public-Private Partnership (PPP) Specialist. 4. Deliverables: Strategy must be aligned with the African Union Digital Transformation Strategy.
