REGIDESO, Burundi's national water and electricity utility, has issued an international invitation for bids for the design, supply and installation of a water treatment plant drawing raw water from Lake Tanganyika south of Bujumbura. The project falls under the Projet d'Accès à l'Eau Potable et à l'Assainissement (PAEPA), financed by a World Bank grant to the Government of Burundi. The contract covers design, procurement and construction (a design-supply-install arrangement) with an 18 month execution and commissioning period plus a 12 month warranty period. Bidding follows the World Bank's Procurement Regulations for Investment Project Financing Borrowers (fifth edition, September 2023), using a two-envelope process without prequalification, open to all eligible bidders internationally. Bids will be evaluated with 70% weight on technical and other rated criteria and 30% on price. Interested bidders can obtain the French-language bidding document from REGIDESO's project unit for a non-refundable fee of US$250, payable in two portions to specified local bank accounts. Bids must be submitted by 29 October 2026, 15:00 local time in Bujumbura, with public opening of technical envelopes shortly after. Bidders must submit a bid security declaration, and the winning bidder's beneficial ownership information will be disclosed as part of the contract award notification.

Scope of Work
- La Régie de Production et de Distribution d’Eau et d’Electricité (REGIDESO) sollicite des Offres sous pli fermé de la part de Candidats éligibles pour la Construction d’une Station de Traitement d’Eau du Lac Tanganyika au Sud de la Ville de Bujumbura (Conception, Fourniture et Montage). Les délais d’exécution sont de dix-huit (18) mois pour l’exécution des travaux et la mise en service des installations et douze (12) mois de garantie. Les exigences du Maître de l’Ouvrage sont décrites dans la partie 2 du DAO.
Requirements & Qualifications
Les Offres doivent être accompagnées d'une Déclaration de Garantie d'Offre. Le Règlement de Passation des Marchés exige que l'Emprunteur divulgue les informations sur les propriétaires effectifs du Soumissionnaire attributaire, dans le cadre de la Notification d'Attribution de Marché, en renseignant le Formulaire de Divulgation des Bénéficiaires effectifs inclus dans le Dossier d'Appel d'Offres. La procédure est ouverte à tous les Candidats éligibles, conduite par mise en concurrence internationale selon le Règlement de Passation des Marchés applicable aux Emprunteurs dans le cadre de Financement de Projets d'Investissement, cinquième édition, septembre 2023, de la Banque Mondiale. Les Offres seront évaluées selon les pondérations suivantes : Critères notés (facteurs techniques et autres que le prix) : 70% ; coût de l'Offre : 30%.
