Overview

The United Nations Development Programme (UNDP) Country Office in the Democratic Republic of Congo is recruiting a National Consultant on Strategic Innovation and Digital Implementation to support the Civil Registration and Vital Statistics (CRVS) reform agenda in DRC. CRVS systems are foundational digital public infrastructure for legal identity, vital statistics and access to services, and DRC has one of the most challenging CRVS contexts on the continent. The consultant will support strategic, innovation and digital implementation aspects of UNDP CRVS programming in coordination with national partners (Ministry of Interior, civil status authorities) and development partners.

Scope of Work

Conduct rapid assessment of current CRVS digitalisation status in DRC. Identify innovation and digital opportunities to strengthen CRVS coverage and quality. Support design of digital tools and approaches (mobile registration, integration with health and education data, analytics). Support stakeholder engagement with national CRVS authorities, partners and donors. Contribute to UNDP CRVS programme documents, concept notes and donor proposals. Knowledge management and lessons learned documentation.

Requirements & Qualifications

Congolese national or eligible to work in DRC. Advanced degree in relevant field (digital innovation, public administration, computer science, demography, public health). Minimum 7-10 years experience including CRVS, digital ID, or digital public infrastructure work. Familiarity with DRC government context and partners. Fluent French; English an advantage. UNDP Quantum portal account required for proposal submission.

Evaluation Criteria

UNDP standard individual consultancy evaluation: desk review of CV/proposal against TORs, technical interview, financial proposal review. Combined scoring; award to highest combined score.
