UPGRADE OF THE NORTH GROYNE – CONSTRUCTION OF ABLUTION BLOCK IN THE PORT OF DURBAN FOR A PERIOD OF FOUR (4) MONTHS
Transnet National Ports Authority is advertising a works contract at the Port of Durban that combines two elements: an upgrade to the North Groyne and the building of an ablution block. The contract is stated to run for four months. Beyond the title of the notice and the classification of the work as construction, the material supplied gives no indication of the size of the ablution block, the extent of the groyne work, the materials or specification involved, or whether the two elements are to be delivered together or in sequence. A bidder therefore has to obtain the full document set before being able to judge the plant, labour and cost the job requires, or to decide whether it falls within their experience. The notice as supplied does not state the scope of work, the qualifications required of bidders, or the documents an application must contain.
