What these 58 cover. 107,557 of the 130,856 contract awards on record name a buyer. The other 23,299 carry one of 139 awarding organisation strings that name a World Bank project and a region and no organisation at all, so there is nothing in them to attribute. Every award is still readable in the archive, buyer named or not.
Most buyers here are national governments, because most award records name only the awarding country; where a record names the agency, utility or hospital, it is listed under that name.
