National Language Data Governance and Digitization

UNDP Rwanda, in collaboration with the Rwanda Cultural Heritage Academy (RCHA), invites qualified consulting firms to submit proposals for Consultancy Services for National Language Data Readiness, Governance, and Coordination for Artificial Intelligence. The assignment aims to establish governance structures, technical infrastructure, and operational capacity to transform Rwanda's Kinyarwanda language resources into high-quality, AI-ready datasets. The selected firm will undertake a national language data assessment, develop a data governance framework, establish a secure digital repository and metadata catalogue, digitize and process archival and library collections, prepare AI-ready text and speech datasets, engage the local AI ecosystem, and build the capacity of RCHA and relevant government institutions to sustainably manage these assets.
