Under the Rwanda Digital Acceleration Project, RISA is procuring the upgrade of the National Public Key Infrastructure (NPKI). The contract covers procurement, installation, customisation and maintenance of an enterprise-grade PKI software platform that will issue and manage digital certificates underpinning Rwanda government digital services, including the Single Digital ID, e-government services and certified communications. Estimated duration is twelve months implementation plus one year of post-implementation support and warranty. Conducted under World Bank Procurement Regulations using Request for Proposals. Following the pre-bid meeting and clarification responses, RISA extended the submission deadline by two weeks to 31 March 2026 at 02:00 PM.

Supply of an enterprise-grade PKI software platform with Certificate Authority, Registration Authority, Validation Authority, OCSP responder, Hardware Security Modules and lifecycle management.
