Under the Rwanda Digital Acceleration Project, RISA is procuring the complete infrastructure to host the Government Single Digital Identity (SDID) system in four lots. Lot 1 covers Network Infrastructure including Servers and Storage, Licenses, Cables. Lot 2 covers Management Server, Image Processing Server, Matching Server, Gateway Server, Backup Server and GPU Nodes. Lot 3 covers Biometric Verification Servers, Core SDID API Gateway, Session Management Cluster, Load Balancer/WAF (32 cores). Lot 4 covers Application Performance Monitoring (APM) Nodes, APM Database Servers, Elasticsearch Data Nodes, Logstash Nodes, Kibana Nodes, Elasticsearch Master Nodes. Bidders may bid for one or more lots.

Lot-specific supply, delivery, installation, configuration and commissioning of all hardware and software components per the bidding document specifications. Integration with existing RISA infrastructure and the broader SDID ecosystem. Performance testing and acceptance. Knowledge transfer and documentation. Warranty per lot.

International firm experienced in supplying and integrating large-scale identity infrastructure, biometric systems and observability stacks. World Bank Procurement Regulations eligibility. Bid security USD 50,000 per lot. Two-envelope submission. Electronic bidding NOT permitted. Beneficial ownership disclosure compliance.

Rated Criteria per lot: 60%. Bid cost per lot: 40%. Public opening at RISA on 17 April 2026 at 02:00 PM. Bidders may be awarded one or multiple lots.
