Purchase of Scratch Cards

Liberia's Public Procurement and Concessions Commission has published a notice from the Ministry of Commerce and Industry to buy scratch cards, classified as goods within the ICT sector. Beyond the headline subject, the record carries only administrative fields. There is no description of the cards themselves: no quantity, no denomination or face value, no indication whether they are prepaid, voucher, top-up or authentication cards, and no statement of where or when delivery would be expected. A supplier of prepaid cards, vouchers or secure print cannot tell from this whether the requirement is a printing job or a stock purchase. The notice does not say what the cards will be used for, how many are needed, what the award will be judged on, or what a supplier must submit.
