What the programme covers
Component 1
Expenditure management strengthening. This component will support the strengthening of expenditure management functions, including in the areas of asset and procurement management.
Component 2
Human Resource Management and Organizational Transformation. This component aims to strengthen human resource practices and enable more effective management of the public sector payroll.
Component 3
Shared digital government foundations. This component will put in place an enabling environment to support digital transformation and a shared Digital Public Infrastructure, improve coordination and data exchange between and within ministries for more efficient delivery of selected services, and reduce the risk of disruption, loss and misuse of critical data and IT resources by strengthening cybersecurity infrastructure.
Component 4
Reform coordination and project management support. This component will support effective project management, respond to risks, foster coordination, change management activities, and other related change initiatives. Procurement of contracts financed by the World Bank will be conducted through the

Procurement regulations
Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Procurement Regulations for IPF Borrowers (September 2023) (Procurement Regulations) and is open to all eligible firms and individuals as defined in the Procurement Regulations.
