Activity Description Component 1: Increase equitable access to Secondary Education 1 Construction of 10 new Senior High Schools (SHS) and Technical and Vocational Institutions (TVI) 2 Upgrade of 50 SHS/TVIs 3 Rehabilitation of 150 SHS/TVIs 4 Procurement of Furniture for SHS and TVIs 5 Procurement of Science Laboratory / Workshop Equipment and Consumables for SHS and TVIs 6 Consultancy Services for Works Component 2: Improve the quality and relevance of programs in SHS/TVIs 7 Procurement of Textbooks for SHS/TVIs 8 Digitization of Textbooks and other Learning Materials for upload to I-Box/Digital Tools Component 3: Strengthen systems, communications, and evidence-based decision-making 9 Procurement of Consultancy Services (Firms and Individuals) 10 Strengthening of Data Systems (EMIS upgrade, operation, maintenance, and integration with school mapping) Procurement under the project will be carried out in accordance with the World Bank "Procurement Regulations for IPF Borrowers" (Procurement Regulations), 7th Edition, dated September 2025, and the "Guidelines on Preventing and Combating Fraud and Corruption in Projects financed by IBRD Loans and IDA Credits and Grants", dated July 1, 2016, as well as other provisions stipulated in the Financing Agreement and is open to all eligible firms and individuals as defined in the Procurement Regulations.
