Official Title

SPN - Sao Tome and Principe - 1,000 LED Streetlights for EMAE - ETREEP

Overview

The Government of Sao Tome and Principe, with financing from the African Development Bank under the ETREEP programme (Energy Transition and Renewable Energy Efficiency Programme or similar), is procuring 1,000 LED streetlights for the Water and Electricity Company (EMAE) for installation across selected localities. The works comprise supply, delivery, installation and commissioning of the streetlights including any necessary mounting hardware, control gear and ancillary works. This is a Specific Procurement Notice (SPN) issued under AfDB Procurement Framework, open to bidders from AfDB eligible countries.

Scope of Work

Supply and delivery of 1,000 LED streetlights per the technical specifications in the bidding document. Supply of mounting hardware, brackets and control gear. Installation at designated locations across Sao Tome and Principe including any pole upgrades required. Commissioning and acceptance testing of installed streetlights. Training of EMAE technical staff on operation and maintenance. Provision of warranty per the contract. Documentation and as-built records.

Requirements & Qualifications

Manufacturer or authorised distributor of LED streetlight products meeting recognised international standards (IEC, IES). Demonstrated experience supplying and installing public lighting projects in island states or similar contexts. Compliance with AfDB Procurement Framework eligibility, integrity and anti-corruption provisions. Bid security per the bidding document. Strong financial standing.

Evaluation Criteria

AfDB SPN evaluation: mandatory eligibility (debarment check, integrity, country eligibility), technical evaluation per the bidding document, financial evaluation. Award to lowest evaluated substantially responsive bid.
