Overview
The Ministry of Communications and Technology, Federal Government of Somalia, is inviting eligible consulting firms to express interest in providing consulting services under the Regional Digital Integration Project. The assignment is for the Ministry’s Project Implementation Unit and is to be carried out in Mogadishu, Somalia.
Scope of Work
The consulting services (“Services”) is required to be undertaken as an external consultant firm supporting the client, Ministry of Communications and Technology (MoCT), FGS to carry out the implementation of “Government Data Governance, Interoperability Standards and Digital Service Risk Framework”. The assignment aims to establish a coherent, standardized and implementable government-wide foundation for data governance, interoperability, data exchange, reference and master data management, and digital service risk management across the Federal Government of Somalia. This includes developing government-wide standards for open data, metadata, APIs, registry data and digital service design; a Master Data Management Governance Framework and Register of Authoritative Sources; a Government Common Data Model; data quality, data-sharing and data classification frameworks; a Digital Service Risk-Profile Framework; and a sequenced implementation roadmap. The consultant firm will undertake all the specific required tasks detailed out in the Terms of Reference (ToR). The consultant service is expected to be conducted and reports delivered in approximately sixteen (16) weeks from contract effectiveness.
Requirements & Qualifications
- The firm should demonstrate completion of at least two (2) comparable assignments, including at least one (1) government-wide or multi-agency assignment covering interoperability, data governance, standards or foundational registries. Proven experience developing practical standards and governance instruments for public-sector use (including APIs, metadata, registry/reference data, Master Data Management, data quality or data-sharing arrangements), and in integrating cybersecurity, privacy/data protection and legal/institutional considerations into digital government standards, is required.
- Demonstrate experience of relevant services implemented in Somalia, or in Africa, low-income, fragile/conflict-affected, federal or institutionally complex environments similar to that of Somalia; and
- The technical and managerial organization of the firm. (Provide only with the structure of the Firm organization) Do not provide CVs of staff. Key experts will not be evaluated at the shortlisting stage.
