Overview
IUCN Asia Regional Office is recruiting a Regional Monitoring, Evaluation and Learning (MEL) Coordination and Reporting Specialist for a 1-year engagement supporting a GEF-8 regional programme. The Specialist will lead MEL coordination across multiple country implementations, ensure consistent indicator measurement and reporting, support learning processes and produce donor-quality reports. Home-based with travels as needed. Contract value USD 40,000-60,000.
Scope of Work
Coordinate MEL activities across the GEF-8 regional programme including indicator data collection, quality assurance and aggregation. Support country implementation teams with MEL guidance and tools. Facilitate learning processes and reflection sessions. Produce regional progress reports for IUCN, GEF and other donors per agreed schedules. Support evaluation processes (mid-term, final). Travel to project countries as required.
Requirements & Qualifications
Senior MEL specialist with 7-10+ years experience in conservation, environment, climate or development sectors. Demonstrated experience with GEF-funded programmes preferred. Strong reporting and writing skills. Cross-country coordination experience. Available home-based with regional travel. IUCN Declaration of Undertaking.
Evaluation Criteria
IUCN standard consultancy evaluation: CV, technical proposal, financial proposal. Combined scoring; award to highest combined score.
