Overview
The IUCN Centre for Policy and Law is procuring a consultancy to develop a capital deployment strategy and country access pathway for the One Ocean Finance Facility (OOF), an emerging IUCN-led initiative to mobilise and channel finance for ocean conservation and sustainable blue economy at scale. The consultancy will include a comparative analysis of OOF positioning within the global ocean finance and climate finance architecture, identifying complementarities and differentiation. The 6-month engagement is largely remote with one in-person workshop in South Korea (6-8 May 2026). Contract value USD 40,000-44,000.
Scope of Work
Inception meeting and review of OOF concept documents, partner mandates and existing finance architecture. Mapping of global ocean and climate finance instruments and gaps. Development of capital deployment strategy options for OOF (instruments, sectors, regions, eligibility). Country access pathway design including eligibility criteria and engagement model. Comparative analysis with Green Climate Fund, GEF, Adaptation Fund, blue bonds, OECMs financing and other relevant mechanisms. Stakeholder consultations. Draft and final strategy document. Participation in the South Korea workshop 6-8 May 2026.
Requirements & Qualifications
Consultancy or individual with deep expertise in international climate and conservation finance, particularly ocean and blue economy finance. Demonstrated experience advising on the design of climate or environmental finance facilities. Strong analytical and strategic writing skills. Fluent English. Ability to travel to South Korea for the May workshop. IUCN Declaration of Undertaking.
Evaluation Criteria
IUCN standard consultancy evaluation: technical proposal (CV / firm profile, methodology, relevant references), financial proposal. Combined scoring with strong weight on demonstrated finance facility design experience.
