Official Title

IUCN ESARO - Environmental Impact Study Manica Dams Mozambique

Overview

IUCN Eastern and Southern Africa Regional Office (ESARO) is procuring an Environmental Impact Study (EIS) for two dams (Augusto Maponesse and Inchope 3) in Manica Province, Mozambique. The dams will be constructed under a water resources development programme supported by IUCN and partners. The EIS will assess environmental and social impacts, identify mitigation measures, develop an Environmental and Social Management Plan and obtain necessary approvals from Mozambican environmental authorities (MITADER, ARA Centro). The 11-month engagement is valued at USD 100,000.

Scope of Work

Inception meeting and methodology agreement. Baseline data collection (physical environment, biological environment, social environment). Stakeholder engagement and public consultations per Mozambican EIS requirements. Impact assessment for construction and operation phases. Cumulative impact assessment. Mitigation hierarchy and Environmental and Social Management Plan development. Resettlement planning if required. Submission of EIS to Mozambican environmental authorities and support through approval process. Final EIS report and ESMP.

Requirements & Qualifications

EIS consultancy firm registered or eligible to operate in Mozambique. Demonstrated experience conducting EIS for water infrastructure projects in Mozambique or comparable contexts. Knowledge of Mozambican environmental legislation and procedures. Multilingual (Portuguese essential, English advantageous). IUCN Declaration of Undertaking.

Evaluation Criteria

IUCN standard procurement: mandatory compliance, technical evaluation (firm experience, team CVs, methodology, references for EIS work, knowledge of Mozambique), financial evaluation. Combined scoring; award to highest combined score within USD 100,000 ceiling.
