Overview

IUCN PACO is recruiting two individual consultants to support the GEF Project Preparation Grant (PPG) phase of the Regional Programme for Integrated Water Resources Management in the Transboundary Ubangi River Basin between the DRC and CAR. The Ubangi is the largest right-bank tributary of the Congo River and a critical transboundary water resource. The two consultancies cover (1) gender mainstreaming analysis and (2) institutional capacity assessment of basin authorities and partner agencies.

Scope of Work

Consultant 1 (Gender Mainstreaming): conduct stakeholder consultations in DRC and CAR; analyse gender dynamics in water use, livelihoods and governance in the Ubangi basin; recommend gender mainstreaming actions and indicators for the GEF project. Consultant 2 (Institutional Capacity): assess basin management institutions in DRC and CAR; identify capacity gaps and strengthening priorities; recommend institutional arrangements for GEF project implementation. Both consultants: produce inception, draft and final reports; participate in IUCN coordination meetings; integrate inputs into the GEF PPG coordination process.

Requirements & Qualifications

Advanced degree in relevant field (gender studies, social development, public administration, water resources management, environmental governance). Minimum 7-10 years relevant experience. Demonstrated experience in transboundary water resources or GEF project preparation in Central or West Africa. Working knowledge of DRC and/or CAR institutional context. Fluent French; English an advantage. IUCN Declaration of Undertaking (self-employed template).

Evaluation Criteria

IUCN standard individual consultancy evaluation: CV review, technical proposal (methodology, workplan), financial proposal. Combined scoring with technical weight typically 70% and financial 30%. Award to highest combined score per consultancy.
