Overview
The Secretariat of the Convention on Wetlands (Ramsar Convention), hosted by IUCN at its Gland headquarters in Switzerland, is procuring a consultancy to conduct a Resource Mobilisation Study. The Ramsar Convention is the intergovernmental treaty on wetland conservation and wise use, with 172 Contracting Parties. The study will inform Ramsar resource mobilisation strategy by analysing the current funding landscape, identifying opportunities and recommending an actionable approach to diversify and grow the Convention financial base. The 1-year engagement has a value between CHF 20,000 and CHF 50,000.
Scope of Work
Inception meeting and review of Ramsar current resource mobilisation activities, donor relationships and financial position. Landscape analysis of wetland and biodiversity finance flows globally. Mapping of potential funding sources (governments, foundations, private sector, climate finance, blended finance). Stakeholder consultations with current and potential donors. Development of a Ramsar resource mobilisation strategy with prioritised actions, targets and timelines. Pitch and case-for-support materials. Validation with the Ramsar Secretariat and Standing Committee. Final strategy and implementation roadmap.
Requirements & Qualifications
Demonstrated expertise in fundraising, resource mobilisation and donor strategy for international organisations, NGOs or multilateral environmental agreements. Knowledge of biodiversity, conservation or climate finance landscapes. Strong analytical and strategic writing skills. Fluent English; French an advantage. IUCN Declaration of Undertaking.
Evaluation Criteria
IUCN standard consultancy evaluation: technical proposal, financial proposal within CHF 20,000-50,000 range. Combined scoring with award to highest combined score.
