Overview
IUCN Regional Office for West Asia (ROWA) is procuring a consultancy to develop a National Governance Framework for the Jordan Protected Areas Network in coordination with Jordan Ministry of Environment and the Royal Society for the Conservation of Nature (RSCN). Jordan has over 30 protected areas covering significant biodiversity and cultural landscapes. The Framework will articulate governance principles, institutional arrangements, stakeholder engagement and accountability mechanisms aligned with IUCN protected area governance guidelines and Jordan national priorities. 4 months engagement, below USD 50,000.
Scope of Work
Inception meeting and review of Jordan protected areas governance literature and practice. Stakeholder consultations with Ministry of Environment, RSCN, local communities, NGOs and other stakeholders. Comparative analysis of protected area governance frameworks in comparable jurisdictions. Drafting of Jordan PA governance framework per IUCN governance typology. Validation workshops. Final framework document and policy brief.
Requirements & Qualifications
Senior expert in protected area governance with 10+ years experience. Familiarity with Jordan or comparable Middle East protected areas context. Strong stakeholder engagement and policy writing skills. Arabic working knowledge a strong advantage. IUCN Declaration of Undertaking.
Evaluation Criteria
IUCN standard consultancy evaluation: CV, technical proposal, financial proposal. Combined scoring within USD 50,000 ceiling.
