RDAP - Biometric Verification Endpoint Technologies Framework Agreement

Overview

RISA is undertaking a Primary Procurement to conclude a Closed Framework Agreement (FA) for biometric verification endpoint technologies for the Single Digital Identity (SDID) system. RISA acts as a central purchasing authority on behalf of NIDA and other authorised Government entities. The Framework Agreements will be Multi-User and Multi-Supplier. Selection of an FA Supplier for individual Call-off Contracts will be done through a Secondary Procurement process. Conclusion of the FA does not guarantee a Call-off. Initial term 3 years extendable by maximum 2 additional years. International Competitive Procurement under World Bank Procurement Regulations (5th Edition, September 2023).

Scope of Work

Supply of biometric verification endpoint technologies (fingerprint readers, iris scanners, facial capture devices, signature pads, document readers and integration software) per the lot specifications in the bidding document. Bidders may bid for one or more lots. Successful bidders enter the Framework Agreement and compete for Call-off Contracts as needed by participating Government entities.

Requirements & Qualifications

Manufacturer or authorised reseller of recognised biometric endpoint technologies. World Bank Procurement Regulations eligibility. Compliance with bidding document lot specifications. Beneficial ownership disclosure compliance. Bid security as specified in the bidding document.

Evaluation Criteria

Rated Criteria: 60%. Bid cost: 40%. Multi-supplier award per lot per the FA evaluation methodology. Beneficial ownership disclosure at FA conclusion notice.
