Overview
The Government of Rwanda, through the Rwanda Information Society Authority (RISA), has received financing from the World Bank toward the Rwanda Digital Acceleration Project (RDAP) and intends to apply part of the proceeds toward the contract for hiring a firm to implement the Shared Government Data Hub and the Data Interoperability Platform. This is a strategically critical engagement that will create the central data exchange backbone for Rwanda government, enabling secure data sharing and interoperability across ministries, agencies and digital public services. The procurement is conducted through international competitive procurement using a Request for Proposals (RFP) under the World Bank Procurement Regulations for IPF Borrowers (5th edition, September 2023). Payments will be processed using the Direct Payment disbursement method. A pre-bid meeting was held 10 April 2026 via Webex.
Scope of Work
Design and implement the Shared Government Data Hub including data ingestion, cataloguing, governance, master data management and analytics layers. Implement the Data Interoperability Platform enabling secure API-based data exchange between Rwandan government agencies. Configure access control, audit logging and beneficial ownership disclosure mechanisms. Integrate with existing Rwanda government digital systems. Develop documentation, SOPs and training materials. Train RISA and partner agency staff. Provide post-implementation support and warranty.
Requirements & Qualifications
International firm with demonstrated experience implementing government data hubs, interoperability platforms or X-Road / similar architectures in comparable jurisdictions. World Bank Procurement Regulations eligibility. Compliance with Beneficial Ownership Disclosure requirements. Proposal security of USD 200,000 (or equivalent in freely convertible currency). Two-envelope submission (Original Proposal with Technical Part inner envelope, Financial Part inner envelope). Electronic submissions NOT permitted - physical delivery only.
Evaluation Criteria
Rated Criteria (technical and non-price factors): 60%. Bid cost: 40%. Two-stage public opening: technical envelopes opened publicly on 5 May 2026 at 03:00 PM at RISA offices; financial envelopes held in safe custody and opened later. Beneficial ownership disclosure required as part of contract award notice.
