RDAP - National PKI Upgrade with Enterprise-Grade Software Platform

Overview

Under the Rwanda Digital Acceleration Project, RISA is procuring the upgrade of the National Public Key Infrastructure (NPKI). The contract covers procurement, installation, customisation and maintenance of an enterprise-grade PKI software platform that will issue and manage digital certificates underpinning Rwanda government digital services, including the Single Digital ID, e-government services and certified communications. Estimated duration is twelve months implementation plus one year of post-implementation support and warranty. Conducted under World Bank Procurement Regulations using Request for Proposals. Following the pre-bid meeting and clarification responses, RISA extended the submission deadline by two weeks to 31 March 2026 at 02:00 PM.

Scope of Work

Supply of an enterprise-grade PKI software platform with Certificate Authority, Registration Authority, Validation Authority, OCSP responder, Hardware Security Modules and lifecycle management. Installation, customisation and integration with Rwanda government digital identity and service infrastructure. Migration from legacy PKI components. Operator and administrator training. Documentation, SOPs and DR/BCP plans. 12 months implementation + 1 year post-implementation support and warranty.

Requirements & Qualifications

International firm experienced in deploying enterprise PKI platforms in government or critical infrastructure environments. World Bank Procurement Regulations eligibility. Compliance with the Specification of Requirements in the bidding document. Beneficial ownership disclosure compliance.
