Overview
Under the Rwanda Digital Acceleration Project, RISA is procuring the upgrade of the National Public Key Infrastructure (NPKI). The contract covers procurement, installation, customisation and maintenance of an enterprise-grade PKI software platform that will issue and manage digital certificates underpinning Rwanda government digital services, including the Single Digital ID, e-government services and certified communications. Estimated duration is twelve months implementation plus one year of post-implementation support and warranty. Conducted under World Bank Procurement Regulations using Request for Proposals. Following the pre-bid meeting and clarification responses, RISA extended the submission deadline by two weeks to 31 March 2026 at 02:00 PM.
Scope of Work
Supply of an enterprise-grade PKI software platform with Certificate Authority, Registration Authority, Validation Authority, OCSP responder, Hardware Security Modules and lifecycle management. Installation, customisation and integration with Rwanda government digital identity and service infrastructure. Migration from legacy PKI components. Operator and administrator training.
