Overview
The Government of Rwanda, through RISA, has received World Bank financing under the Rwanda Digital Acceleration Project (RDAP) for the supply, installation, configuration, customization and integration of hardware and software components to upgrade the National Security Operations Center (SOC). The National SOC is the central cyber defence capability monitoring and responding to cybersecurity incidents across Rwanda government digital infrastructure. The upgrade will modernise SIEM, threat intelligence, incident response, vulnerability management and SOC orchestration capabilities. Conducted under World Bank Procurement Regulations (5th Edition, September 2023). A site visit is planned for 17 April 2026 from 02:00 to 03:00 PM followed by a hybrid pre-bid meeting at 04:00 PM local time.
Scope of Work
Supply of hardware components per the bidding document specifications (servers, storage, network appliances, security appliances). Supply of software components (SIEM, SOAR, threat intelligence, vulnerability scanning, EDR). Installation, configuration and customisation in the RISA SOC environment. Integration with existing Rwanda government IT and security infrastructure. Migration from legacy SOC tooling. SOC analyst training. Documentation and runbooks. Warranty and post-implementation support.
Requirements & Qualifications
International firm with demonstrated experience supplying and integrating SIEM/SOC platforms in government, critical infrastructure or financial services. World Bank Procurement Regulations eligibility. Bid security of USD 75,000 (or equivalent). Compliance with Beneficial Ownership Disclosure. Two-envelope submission (technical and financial). Electronic bidding NOT permitted - physical only. Attendance at the 17 April site visit and pre-bid meeting strongly recommended.
Evaluation Criteria
Rated Criteria: 60%. Bid cost: 40%. Two-stage public opening at RISA offices on 8 May 2026 at 02:00 PM. Beneficial ownership disclosure required at contract award.
