Overview

TradeMark Africa (TMA), the leading aid-for-trade organisation in East Africa, is procuring surveillance equipment for selected Uganda-DRC border points as part of its long-running programme to reduce trade costs, improve border efficiency and enhance security at One-Stop Border Posts (OSBPs) along the Northern Corridor and connecting routes between Uganda and the eastern Democratic Republic of Congo. The successful bidder will deliver, install, commission, train border agency staff and provide after-sales services. TMA is funded by FCDO, Sida, Norad, the Gates Foundation, Mastercard Foundation, Finland, Denmark, Ireland, the Netherlands, the EU, Canada and AFD.

Scope of Work

Supply and delivery of surveillance equipment to selected Uganda-DRC border points (specific equipment list and locations in tender document). Installation and commissioning at each site. Configuration and integration with relevant border agency systems. On-site training for immigration, customs and security staff. After-sales services including warranty, maintenance and technical support. As-built documentation and SOPs.

Requirements & Qualifications

Legally registered firm able to operate across Uganda and at the Uganda-DRC border. Demonstrated experience supplying and installing surveillance equipment in border, port, airport or critical infrastructure environments, preferably in East Africa. Evaluation Criteria

TMA standard two-envelope evaluation: (1) preliminary mandatory check, (2) technical evaluation (specifications, methodology, team CVs, references, after-sales plan), (3) financial evaluation. Award to highest combined-score responsive bidder per TMA Procurement Procedures Manual.
