Botswana ABS Project – Social and Environmental Safeguards / SESA Expert TOR

The United Nations Development Programme (UNDP) and Botswana’s Ministry of Environment and Tourism seek an Individual Consultant to support stakeholder engagement and Free, Prior and Informed Consent (FPIC) processes for the GEF-financed project “Promoting Beneficiation and Value Addition from Genetic Resources through Enhanced Capacity for Research and Development and the Protection of Traditional Knowledge in Botswana.” The role is home-based with travel to Gaborone and the Panhandle area of the Okavango Delta, focusing on remote-area dwellers, Indigenous Peoples, traditional knowledge holders, and local communities. The consultant will strengthen safeguards instruments by mapping stakeholders, facilitating inclusive consultations, documenting FPIC processes, and ensuring gender-responsive, culturally appropriate engagement. Scope of Work

Working under the technical guidance of the International Social and Environmental Safeguards/SESA Expert and the supervision of the Project Manager, the National Stakeholder Engagement and FPIC Consultant will provide in-country technical support to ensure that stakeholder engagement, social inclusion and Free, Prior and Informed Consent (FPIC) processes are undertaken in accordance with the UNDP Social and Environmental Standards and relevant national legislation. The consultant will serve as the primary liaison between the safeguards team, project stakeholders and local communities throughout the assignment.

Requirements & Qualifications

Academic qualifications: Advanced university degree (Master’s degree or higher) in environmental or social sciences, sustainable development, natural resource management, biodiversity conservation, environmental law, anthropology, sociology, development studies or a closely related field. Professional experience: At least seven years of relevant professional experience in stakeholder engagement, community consultations, participatory processes, social safeguards, social inclusion, Indigenous Peoples engagement, community development, or closely related areas. Demonstrated experience working with government institutions, local authorities, traditional leaders, civil society organizations, community-based organizations, and local communities in multi-stakeholder processes. Proven experience in organizing and facilitating consultations, focus group discussions, key informant interviews, community meetings, or similar participatory processes. Experience in supporting field data collection, documentation, analysis and reporting, including preparation of clear records, meeting notes, stakeholder inputs and summary reports. Demonstrated understanding of gender equality, social inclusion, human rights-based approaches, and participation of vulnerable or marginalized groups.
