Overview
IUCN ESARO is contracting a software consultancy to upgrade and maintain the SADC Transfrontier Conservation Areas (TFCA) Financing Facility Grants Portal. The portal supports grant application, review, award and reporting processes for the TFCA Financing Facility, a multi-donor mechanism providing catalytic funding to TFCAs across the Southern African Development Community (SADC). The 3-year contract has a maximum value of EUR 45,000 covering technical upgrades, security patching, user support, hosting coordination, feature enhancements and bug fixes.
Scope of Work
Technical audit of the existing Grants Portal codebase, infrastructure and security. Implementation of agreed upgrades (frontend, backend, database, security). Ongoing maintenance over 3 years including bug fixes, security patches, minor feature enhancements and helpdesk. Coordination with hosting provider. Documentation updates and knowledge transfer to IUCN ESARO ICT team. Quarterly maintenance reports.
Requirements & Qualifications
Software development consultancy with demonstrated grants management portal experience. Familiarity with SADC region or African development context. Capacity to provide remote support over 3 years with reasonable response times. IUCN Declaration of Undertaking. Methodology and team CVs in technical proposal. Financial proposal within EUR 45,000 ceiling.
Evaluation Criteria
IUCN standard RFP evaluation: mandatory compliance, technical evaluation (technical approach, team capability, references for similar grant portal work, support model), financial evaluation. Award to highest combined score within budget.
